<p><a href="http://www.radiowidhwidh.com/widhwidhnew/Radio/wp-content/uploads/2012/02/buubaa.jpg"><img class="alignleft size-thumbnail wp-image-16483" title="buubaa" src="http://www.radiowidhwidh.com/widhwidhnew/Radio/wp-content/uploads/2012/02/buubaa-100x100.jpg" alt="" width="100" height="100" /></a>(WidhWidh Online) In an interview with the secessionist website “togaherer”, the legend Statesman and unionist professor Ismail Mohamud Hurre “Buubaa” has supported the establishment of Khaatumo State of Somalia, <span id="more-16481"></span>Awdal State of Somalia, and other regional administrations he says appear to be in the pipeline, without giving specifics, within the northern part of Somalia. Mr. Ismail Buubaa had been at one point the Foreign Minister in the Transitional National Government (TNG) of Somalia from 2001 – 2004. Also, for clarification purposes Mr. Ismail Buubaa hails from the Isaaq clan where you can find a lot of unionists, but, unfortunately,  face punishment and persecution in expressing their views openly on the hand of the secessionist administration in Hargeysa.</p>
<p>Here are important highlights of his interview:</p>
<p>- The population of Khaatumo State of Somalia were never part of the unilateral secession</p>
<p>- Khaatumo State of Somalia population have all the rights to determine their own political direction and that their resolve to remain within a united Somalia has been known to all</p>
<p>- On the issue of the ferocious attacks the one clan secessionist administration keeps launching on the Khaatumo of Somalia territory, Mr. Ismail Buubaa has made it known that Khaatumo State of Somalia has no blame on their part, but stressed that it’s the Somaliland forces who are carring out the raids and aggression with the full responsibility resting on the secessionist administration in Hargeisa</p>
<p>- And, on how he sees the solution, professor Buubaa did not mince his words, he says “….Siilaanyo must pull his militia out of the Khaatumo State of Somalia boundaries to restore the mutual coexistence and good neighborly realtions</p>
<p>- He advices Mr. Siilaanyo and his secessionist supporters to come to their senses, stop the hostilities, pull their militia back, and use wisely the opportunity availed by the London Conference and the British Government and embrace the Somali Unity again where all Somali Stakeholders find a win win situation and everyone is appropriately accommodated</p>
<p>- Mr. Ismail Mohamud Hurre “Buubaa” has mentioned one crucial point that he was a senior member of the rebellion Somali National Movement (SNM) and that the SNM charter and principles never included secession to divide Somalia, and re-iterates that he maintains that principle of unity. This is an evidence that later in 1991 the agreed upon principles of the SNM were hijacked and had been misplaced</p>
<p>Togaherer Website is commended on this interview because it’s a brave under- taking given this kind of reporting is in short supply due to the circumstances of media harassment and jailing that is prevalent in the one clan secessionist enclave</p>

<p>While in London on Thursday, the top U.S. envoy will attend a conference on Somalia hosted by Prime Minister David Cameron, dedicated to building stability and peace in the East African nation, the agency said in a statement.</p>
<p>The event will draw heads of state and foreign ministers from over 50 countries as well as representatives of the United Nations and the African Union.</p>
<p>&#8220;The timing of the conference is significant as it convenes six months prior to the end of Somalia’s political transition which is set to take place by August 20, 2012,&#8221; the agency said.</p>
<p>Since the outbreak of a civil war in Somalia in 1991, there has been no central government controlling over most of the country’s territory, and the internationally recognized Transitional Federal Government controls only a small part of the country.</p>
<p>The transitional government, whose mandate expires on Aug. 20, is working toward eventual national elections this year.</p>
<p>On Friday and Saturday, Clinton will participate in the first meeting of the &#8220;Friends of Syria&#8221; group in Tunisia, as part of the ongoing efforts with U.S. allies and the Syrian opposition to &#8220;crystallize next steps to halt the slaughter of the Syrian people and pursue a transition to democracy in Syria,&#8221; the State Department said.</p>
<p>Clinton will also meet Tunisian Prime Minister Hamadi Jebali and members of the civil society to discuss bilateral cooperation and Tunisia’s progress in its democratic transition.</p>
<p>The tour will also take Clinton to Algeria and Morocco.</p>

<p>Foreign Minister Ahmet Davutoğlu will represent Turkey this week at an international conference on the future of Somalia in London.</p>
<p>The conference, which will bring together representatives of 40 countries and various international organizations, aims to boost international efforts to aid and support Somalia. Britain’s Foreign Ministry, which will host the conference, has said a “new approach to Somalia” is necessary.</p>
<p>UN Secretary-General Ban Ki-moon, along with senior officials of other international agencies such as the World Bank, the Arab League and the Organization of Islamic Cooperation (OIC), is expected to join the discussions on Somalia, which continues to struggle with hunger and violence.</p>
<p>Senior officials from Somalia will also attend the conference, during which practical solutions will be sought for the issues of security, local stability, politics, piracy, terrorism and the coordination of international aid.</p>
<p>Davutoğlu will leave an unofficial meeting of G20 foreign ministers in Mexico for the Somalia conference on Thursday. Turkey’s foreign minister will then head to Tunisia for a conference on Syria.</p>

<p>nibble on finger dishes or grapple with big round plates of rice and lamb, all the while bouncing opinions back and forth. Much to talk about this week, as William Hague and the government embark on their grand diplomatic scheme to save Somalia, with an international conference involving heads of state from 55 countries.</p>
<p>All very good, says the cafe talk. About time for the seemingly endless war and the issue of Somalia to be discussed at the highest level. But at the same time, there is another question; what about the fate of Somalis here? A question David Cameron explored with leading figures in the UK Somali communities at No 10 on Monday.</p>
<p>The strands are interwoven, for sure. No one questions the contention that if things were stable in Somalia, there would not be so many Somalis in the UK. But the domestic issue is also distinct, and many would argue it requires domestic solutions. Somalis have lived here for hundreds of years, a consequence of a shared tradition of seafaring. They adopted port cities. Somali seamen are said to have fought in the battle of Trafalgar. But as a group, they still struggle to find their way. &#8220;We get attacked because we are Muslim, and attacked because we are black, but black people won&#8217;t support us,&#8221; says Sabra Mohamed, the 21-year-old manager of Nomad, the &#8220;UK&#8217;s No 1&#8243; Somali station. &#8220;We always have that debate; are Somalians black?&#8221; The young live and go to school in mixed communities, but find there is no immediate affiliation, she says. &#8220;The indigenous population says we&#8217;re black. And then the black kids will say &#8216;you&#8217;re not black – you&#8217;re Mali&#8217;.&#8221;</p>
<p>Thus isolated, they seek to progress.</p>
<p>Three groups populate Britain&#8217;s Somali communities. One group, mostly from the-then British colony of Somaliland, put down roots here long ago, in places such as Liverpool, Cardiff, and London&#8217;s Docklands. Somalis were targeted in race riots in Cardiff in 1919.</p>
<p>Others arrived during the second world war and stayed. A second group fled directly to Britain to escape the civil war, mainly between 1991 and 2001. A third group has arrived via other European countries such as the Netherlands, Denmark and Sweden. Newer communities have settled in towns and cities such as Milton Keynes, Slough, Northampton, Southampton, and in London, notably Ealing, Tower Hamlets and Newham.</p>
<p>Different paths result in different perspectives. Much, not least clanship, sets the different groups apart. What is their number? No one really knows. The census in 1991 counted 43,515 Somalis in the UK, but no one thought that an accurate figure even then. The rise since has been exponential, but there are worries that even the most recent census won&#8217;t provide an accurate snapshot. Many unsure of their status were reluctant to get involved, and some, traumatised by officialdom back home, fear engagement with government.</p>
<p>The Office for National Statistics employed a Somali in the hope of overcoming these obstacles, but no one expects anything but partial success.</p>
<p>&#8220;We have a best guess but there are no facts here,&#8221; says Omer Ahmed, director of the Council of Somali Organisations, sipping cappuccino at the Food Palace. &#8220;The best estimate I have seen was the figure recently mentioned in parliament; 350,000. Many say 1 million. We don&#8217;t really know about the flow from Sweden, Denmark and Holland in the last five to seven years. And the area that is never really understood is the growth in the Somali population internally. The average family size is quite large. If you go back to 2001 and look at the nationality of people looking to become British citizens, 21% were Somali.&#8221;</p>
<p>Ahmed, a lawyer, says numbers matter. Communities inadequately assessed miss out on social provision, and struggle in terms of education, jobs and housing. A 2009 report by the Department of Communities and Local Government found that &#8220;Somali-born migrants have the lowest employment rate of all immigrants in the UK. Levels of education within the community are also low, with 50% having no qualifications and only 3% having higher education qualifications.&#8221;</p>
<p>In their isolation, Somali communities strive to tackle these issues. They need a voice. They are only just beginning to find it. &#8220;People are getting politically active,&#8221; says Ahmed. &#8220;Ahmed Omer was the first Somali mayor, in Tower Hamlets. We have four councillors in London. We are very proud of them. But that number is still shockingly low.&#8221; It doesn&#8217;t help, he says, that culturally, many Somalis have a suspicion of hierarchy. &#8220;The equality culture says every man is his own president.&#8221; The CSO, which speaks on behalf of 30 organisations, took four years to establish. And under-represented communities face real problems. The DCLG research spoke of &#8220;Somalis becoming caught in a cycle of depression, isolation and poverty&#8221;. Too many, it said, turn to qat, a natural, plant-based stimulant. &#8220;Many Somalis are also affected by stress, anxiety and loss of self-esteem due to being relegated from a position before the civil war where many had properties, jobs and were financially well-off, to the lowest strata of society in the UK.&#8221;</p>
<p>Focus groups voiced worries about young and old. Demotivated elders; young people drawn to antisocial behaviour and crime. Ministers worry that the vulnerable are ripe for religious radicalisation and worse.</p>
<p>But that&#8217;s far from the whole story, says Sabra Mohamed, supervising her radio station&#8217;s output of news and sport and music and debates, a mix leavened with regular shows on culture and fashion. Anything but politics – too contentious. Young Somalis present most of the programmes and comprise most of the 75,000 listeners. Progress is slow, she says. But it is progress.</p>
<p>&#8220;Most Somalis I know are going to university, getting their masters, becoming successful business people. Our parents have pushed us. It has given us a certain drive,&#8221; she says. They could do even better, she adds, but all the while they are fighting negative perceptions – the Somali as benefit claimant, gang member, terrorist, piracy supporter, low achiever. That problem is exacerbated by events here and abroad. Stories about piracy and the activities of the militant group al-Shabaab, which has twinned with al-Qaida, take their toll.</p>
<p>The London bombings of 2005 didn&#8217;t help. Two weeks after the murderous attack on the tube, a second atrocity was averted when devices failed to detonate. The botched attack involved two Somalis. &#8220;The bombings caused real panic,&#8221; said Omer Ahmed. &#8220;There was a massive focus on us and people didn&#8217;t know what to do. What came out was the realisation that we couldn&#8217;t keep responding to crisis without having the capacity to do so.&#8221;</p>
<p>A negative perception, he says, begins to fuel a negative self-perception. &#8220;There is an urban legend that 40% of the young men at Feltham young offenders institute are Somali. The way people think drives their behaviour.&#8221; For all that, the fate of young Somalis in the criminal justice system should be a priority for government, he says. &#8220;Twenty years ago, the problem was perceived as Jamaican yardies. Now it is those out of control Somalian gangster kids. Over the years, one black monster is replaced by another.&#8221;</p>
<p>The media plays a part, according to Sabra Mohammed. &#8220;One person does something wrong and that becomes our image. I have never seen an article about us that was positive. Our listeners hate the Daily Mail.</p>
<p>&#8220;It is so one-sided. You feel that all the while you are having to provide extra proof that you are here and educated and don&#8217;t milk the system. You hear all about the ones who go to prison; nothing about those who open businesses and all the internet cafes. It is so frustrating.&#8221;</p>
<p>If there is external pressure, there is also internal discussion about the way young Somalis mould their identities in modern Britain. &#8220;The older generation worry that the culture is being diluted. But just because someone is successful and the director of a company doesn&#8217;t mean they are not cultural.&#8221;</p>
<p>Tradition endures, to good and bad effect – witness the debate about qat, which some want banned. Witness discussions about female genital mutilation, which is illegal here. Figures here say it is largely shunned outside Somalia itself. The tradition is largely conservative. Parents whose sons go to prison often disown them. Reputation and pride matters. Recently three Somali girls in Leicester escaped jail after attacking a white English girl in the city. They told the court they were drunk, and that as Somalis unaccustomed to drinking, they deserved leniency.</p>
<p>The court was sympathetic. The community, says Sabra, anything but. &#8220;Not only did they embarrass us, they were drinking. They are pariahs more or less. I don&#8217;t know how they are going to redeem themselves. Many listeners said they should have gone to prison. We are our harshest critics.&#8221;</p>

<p>Somalis from across the country and the diaspora &#8211; including for the first time a delegation from the self-declared autonomous regions of <a href="http://www.irinnews.org/report.aspx?reportid=94809">Somaliland and Puntland</a> &#8211; are expected to attend the conference, hosted by UK Prime Minister David Cameron, together with representatives of 44 countries, the UN and Arab League, among others.</p>
<p>Al-Shabab is not invited, but countries such as Turkey and Qatar, which have urged engagement with the militia, will be there.</p>
<p>Regional analyst Nuredin Dirie, once a presidential candidate in Puntland, says &#8220;success&#8221; for this meeting would be the achievement of a better international coordination of help and support for Somalia.</p>
<p>&#8220;We also need a better focus on the international engagement in Somalia, not just seeing it through the eyes of security, but through reconciliation and strengthening what is already succeeding in Somalia. But it all depends on how Somali leaders will respond to this opportunity.&#8221;</p>
<p>Rashid Abdi, an independent Horn of Africa analyst, told IRIN, &#8220;[We are by and large] wary of foreign-led peace initiatives. The current scepticism about London on the Somali streets is understandable considering past failures. However, there is hope too that London can be different and must be different. That is the only way to restore Somali faith in the internationally led peacemaking and state-building processes.&#8221;</p>
<p><strong>Timing</strong></p>
<p>The UK Foreign Secretary William Hague has called the conference a &#8220;moment of opportunity&#8221;. He recently told a gathering of Somalis living in the UK there were &#8220;compelling reasons why the time was right for a major push&#8221;: the success of the African Union Mission in Somalia (AMISOM) in taking control of Mogadishu, the pressure exerted on Al-Shabab, the progress against piracy and the fact that the mandate of the Transitional Federal Government (TFG) was due to end soon.</p>

<p>&#8220;The current transitional institutions in Mogadishu run out in August. After seven years of minimal progress, they must not be extended. The Somali political process must become broader and more representative,&#8221; Hague said.</p>
<p>The <a href="http://reliefweb.int/node/477803" target="_blank">agreement signed</a> in Garowe, Puntland, on 18 February means there is a now a proposed framework for what could succeed the TFG.</p>
<p>The deal foresees a role for the semi-autonomous Somali regions, something likely to be welcomed in London, where preliminary meetings have emphasized the need to build on the successes achieved by these quasi-states.</p>
<p><strong>Piracy and Al-Shabab</strong></p>
<p>One of the suggested ways to use these regional islands of relative stability is to encourage them to become more involved in the battle against piracy.</p>
<p>Participants will consider plans for internationally supported special courts to try pirates in Mauritius and the Seychelles and special prisons in Puntland and Somaliland where they will serve their sentences.</p>
<p>The meeting takes place against the background of a new offensive against Al-Shabab in the south of the country. People who took part in preliminary meetings say Britain hopes to persuade the UN Security Council to agree to an increase in AMISOM troop numbers, which would allow the Kenyan soldiers already in Somalia to be join them, with new contingents from Djibouti and Sierra Leone. Along with that would go pledges of more financial support, to put AMISOM funding on a more sustainable basis.</p>
<p><strong>Funding</strong></p>
<p>The various initiatives on the table will cost money, but this is not a pledging conference, despite the Somali Prime Minister&#8217;s optimistic call for a &#8220;Marshall Plan&#8221;, with a trust fund and a complete reconstruction programme.</p>
<p>Nor is it primarily about humanitarian funding, although there will be a side-event about these issues. But NGOs will not be involved.</p>
<p>This distancing of the humanitarian issues is a relief to those organizations struggling to work on both sides of the lines, especially since Al-Shabab has made its hostility towards the London Conference very clear. A representative of one such group told IRIN it had been worried about being co-opted into the political- and security-based agenda of the meeting.</p>
<p>Roger Middleton, who leads Somali policy for Oxfam, told IRIN there were still huge needs in Somalia, and it was important that the international community recognized that and did not do anything to compromise it.</p>
<p>&#8220;There are some things we are very clear about. We are not calling for the international community to negotiate on our behalf in terms of access. We are not calling for military support for our humanitarian actions. It&#8217;s very important that we continue to operate, as we do operate at the moment, as impartial actors, neutral to any side in the conflict, and deliver aid to the people who need it, when they need it and where they need it.&#8221;</p>

<strong>Tuesday, February 21, 2012</strong></p>
<p>According to International Maritime Bureau (IMB) reports, the vessel was captured around 50 nautical miles south-southwest off Ras Al Madrakah, Oman.</p>
<p>However, the Maritime Security Centre Horn of Africa (MSCHOA) reports that the vessel was captured on Thursday with 24 crew on board, while the IMB states there were only 15 crew on board.<br />
‘24 on board’</p>
<p>The hijacking was confirmed to the Somalia Report by local pirates, who said that, “a group of pirates hijacked a new vessel this week. The pirates contacted their friends in the Ceel-Dhanaae area after they had hijacked the vessel.<br />
“The hijackers told us that it is a Panama-flagged ship with 24 crew on board,” said a pirate in Garacad.</p>
<p>“I don’t know more details about the vessel right now. The pirates are out of phone service and we are not currently in contact with them.”</p>
<p>The Panama-flagged roll on/roll off cargo vessel is owned and operated by New Port Cargo &amp; Shipping of Dubai (UAE) and was built in the year 1973.</p>
<p>The Somalia Report adds that pirates have hijacked the UAE-owned MV Savina-Fahad, which was carrying charcoal.</p>
<p>Apparently, the vessel was captured in the Indian Ocean while sailing from the Somali town of Kismayo to the UAE.<br />
An anonymous source said that the vessel had at least 10 Pakistani crew on board. The vessel will most likely be used as a mother ship and not ransomed.</p>
<p>In 2009, the vessel was subject to a legal action and its crew held in Somaliland for several months, Neptune Maritime Security reports.</p>
<p>Continuing unabated<br />
This year till yesterday, at least 40 ships have come under attack by the pirates.</p>
<p>The chaos in Somalia has seen piracy off its shores expand into an international criminal enterprise that the One Earth Foundation said costs the world economy up to $7 billion a year.<br />
Pirate gangs, their investors and financiers, brought in at least $155 million in ransoms in 2011.</p>

<p>UK Prime Minister David Cameron has managed to convince some of the world&#8217;s most powerful people, including UN Secretary General Ban Ki-moon and US Secretary of State Hillary Clinton, to come to London because Somalia is seen as the world&#8217;s most comprehensively failed state, representing a threat to itself, the Horn of Africa region and the wider world.</p>
<p id="story_continues_2">The conference will focus on three issues that have already had far-reaching and devastating consequences: Piracy, terrorism and famine.</p>
<p>But away from the headlines and the stereotypical media images of skeletal children, skinny pirates in tiny skiffs, and gun-wielding Islamist insurgents, their heads wrapped in black and white scarves, there is another side to the Somali story that is positive, enterprising and hopeful.</p>
<p>Remarkable things are happening which could serve as models for a new start.</p>
<p>It may come as a surprise that, despite coming top of the world&#8217;s Failed State Index for the past four years in a row, Somalia ranks in the top 50% of African countries on several key development indicators.</p>
<p>A study by the US-based Independent Institute found that Somalia came near the bottom on only three out of 13 indicators: Infant mortality; access to improved water resources and immunisation<br />
rates.</p>
<p>It came in the top 50% in crucial indicators like child malnutrition and life expectancy, although this may have changed since last year&#8217;s famine.</p>
<p>&#8220;Far from chaos and economic collapse, we found that Somalia is generally doing better than when it had a state,&#8221; said the institute.</p>
<p>&#8220;Urban businessmen, international corporations, and rural pastoralists have all functioned in a stateless Somalia, achieving standards of living for the country that are equal or superior to many other African nations.&#8221;</p>
<p>&#8216;Freewheeling capitalism&#8217;</p>
<p>Of course many people in Somalia have suffered horribly during the past 20 years of state collapse, but some sectors of the economy, both traditional and modern, are positively booming.</p>

<p id="story_continues_3">It may come as another surprise that two northern Somali ports account for 95% of all goat and 52% of all sheep exports for the entire East African region.</p>
<p>According to the London-based Chatham House think-tank, the export of livestock through these ports, and the nearby port of Djibouti, represents what &#8220;is said to be the largest movement of live animal &#8211; &#8216;on the hoof&#8217; &#8211; trade anywhere in the world&#8221;.</p>
<p>I recently visited one of these ports, Berbera, in the self-declared Republic of Somaliland, where port manager Ali Xoorxoor told me: &#8220;I expect livestock exports from the port to increase dramatically from three million head of livestock in 2011 to 4.5 million in 2012.</p>
<p>&#8220;This is because of healthy demand from the Gulf, especially Saudi Arabia, and new markets emerging in Egypt, Syria and Oman. The Egyptians are especially fond of our camels, mainly for meat.&#8221;</p>
<p>The livestock trade has exploded since Somalia&#8217;s government imploded in 1991.</p>
<p>One trader told me exports from the northern ports alone is worth more than $2bn (£1.3bn) a year; this does not appear to be an exaggeration, when one considers that just one sheep is worth at least $30 and a camel several hundred.</p>
<p>Academic Peter Little found what he described as a &#8220;spectacular surge&#8221; in cross-border cattle trade from Somalia to Kenya, where cattle sales in the Kenyan town of Garissa, near the border with Somalia, grew by an &#8220;astounding&#8221; 600% in the years following the collapse of central authority.</p>
<p>In his book, Somalia: Economy without State, Mr Little describes how &#8220;a freewheeling, stateless capitalism&#8221; has flourished in the country.</p>

<p>On their way to market, Somali nomads drive their livestock through hundreds of kilometres of harsh, hostile terrain, much of it occupied by militias including the Islamist group, al-Shabab.</p>
<p>These nomads know how to negotiate their way through enemy territory; perhaps they have a thing or two to teach Somali politicians and international agencies struggling to get aid to those who need it most.<br />

<p id="story_continues_4">Another traditional area of the Somali economy which has thrived in a stateless society, and could serve as a useful model, is the khat trade, worth hundreds of millions of dollars a year.</p>
<p>This narcotic leaf, grown in Kenya and Ethiopia, is delivered fresh, with tremendous efficiency, to remote parts of Somalia, including those affected by drought and famine.</p>
<p>Special &#8220;khat planes&#8221;, pick-up trucks and people on foot ensure khat gets to market before noon, the day after it is picked.</p>
<p>Otherwise, the khat-chewers will not buy it.</p>
<p>The local authorities and international aid agencies could learn something from those in the khat business about how to deliver supplies, perhaps of food, medicine and other essential items, to difficult and dangerous areas.</p>
<p>As Somali analyst Nuradin Dirie says: &#8220;The khat network reaches every corner of Somalia every day of the year and doesn&#8217;t stop for wars, drought, floods, epidemics, Friday prayers, Ramadan &#8211; anything really.</p>
<p>&#8220;I suggested to the UN that it could make use of khat networks to vaccinate children as this would create an opportunity for 100% vaccination coverages.</p>

<p>&#8220;Of course I did not succeed,&#8221; he says.</p>
<p>&#8220;I have travelled quite a lot inside Somalia. To little villages and big towns, to far away rural areas and to remote coastal outposts.</p>
<p>&#8220;Wherever I go, I always manage to get a cold Coca-Cola. If they can store cool Coca-Cola, there is a strong possibility they can handle vaccinations too.&#8221;</p>
<p>Other more modern sectors of the economy are also thriving.</p>
<p>Somalia has one of the cheapest, most efficient mobile phone networks in Africa.</p>
<p>It is home to Dahabshiil, one of the largest money transfer companies on the continent, which together with other remittance outfits, delivers some $2bn worth of remittances to Somali territories a year, according to the UN.</p>
<p>Like the khat traders, remittance companies deliver money to remote and treacherous places all over Somalia.</p>
<p>Can-do attitude</p>
<p>Some humanitarian groups use these companies to deliver cash-for-food and other forms of assistance; perhaps more use could be made of these pre-existing remittance networks, which link Somalis together, wherever they are in the world, connecting them in a matter of minutes.</p>

<p>There is a startling contrast between the productive, can-do attitude of the Somali business community, and the sometimes obstructive, counter-productive approach of the politicians.</p>
<p>Members of the Somali diaspora, and those who stayed behind during the long years of conflict, are doing daring, imaginative and positive things.</p>
<p>A group of British-educated brothers from the self-declared republic of Somaliland has built a Coca-Cola bottling plant amongst the sand, anthills and cacti, creating a surreal environment of green lawns, gleaming white walls, glossy red paint, and polished factory floors.</p>
<p>A pioneering young woman has recently set up an art gallery in Hargeisa.</p>

<p>Another has opened up a boutique, where smartly dressed attendants sell shoes, handbags, brightly coloured lingerie, and men&#8217;s and women&#8217;s clothes in the very latest Somali fashion.</p>
<p>A man in Mogadishu runs a Billiards and Snooker Federation.</p>
<p>There are also political models and inspirations on offer within the Somali territories.</p>
<p>The most striking is Somaliland, which broke away from Somalia in 1991, and has built itself up from war-torn rubble into probably the most democratic polity in the Horn of Africa.</p>
<p>It has done this on its own, from the bottom-up, combining the old with the new, to create a political system that gives authority to clan elders as well as those elected by the public.</p>
<p>The Somali business community and places like Somaliland have &#8220;worked&#8221; because they have married the best of the traditional and the modern.</p>
<p>Much that has &#8220;failed&#8221; in Somalia is a result of combining the &#8220;bad&#8221;, divisive things about the traditional clan system with dangerous modern elements, especially weapons.</p>
<p>It might be more productive for anyone interested in helping Somalia back onto its feet, including those at the London Conference, to deal with and learn from the business community instead of the politicians.</p>
